The Lynden Training Center offers a variety of frequently requested courses throughout the year. The following is a partial list of open enrollment classes for either individuals or businesses. The curriculum descriptions include lectures, demonstrations, videos and slide presentations, student manuals, handouts, classroom exercises, and hands-on field projects. Classes exceeding one day in length require homework assignments. Students will receive a Certificate of Completion if they attend the complete course, pass (80% or better) the final written examination and participate in the field projects. Emergency Response
This 40-hour class is based on the training standards for hazardous materials technician level defined by 29 CFR 1910.120(q)(6)(iii) as “… individuals who respond to releases or potential releases for the purpose of stopping the release. They assume a more aggressive role than a first responder at the operations level in that they will approach the point of release in order to plug, patch or otherwise stop the release of a hazardous substance.” The course covers basic defensive and offensive mitigation techniques available to responders and is primarily hands-on in nature. After appropriate classroom and field training, the participants will apply their skills in field exercises using our training ground. The students will be evaluated based on both written test scores and practical skills. Class presentation will include recognition, identification & notification of hazmat releases, use of survey instruments, functions of incident command system, evaluation of risk, management programs which includes risk assessment based on: toxicology, chemical/physical hazards, protective equipment, mitigation techniques, decontamination procedures, safety, and health plans.
Target Audience: HazMat team members from industry, transportation companies, fire departments, law-enforcement agencies, EMS, environmental and land management agencies.

This 8-hour class is designed to satisfy 29 CFR 1910.120 annual refresher training requirement for personnel trained for emergency response to hazardous materials incidents and personnel who perform waste operations. This class reviews the basic requirements and current regulations and techniques associated with emergency response to hazardous materials incidents. Through the use of real-world scenarios and hands-on exercises.
Target Audience: All personnel assigned to hazardous materials response and waste operations are required to attend yearly refresher training.

This 24-hour specialist class is designed in compliance with 29 CFR 1910.120(q)(6)(iv) for those response personnel who may be involved in emergency response releases or the potential releases of hazardous materials in highway transportation that require an understanding of equipment and techniques. This program includes presentations on highway tanker types and specialized shipping containers used in highway transportation, identification, design, construction and operating features, mitigation techniques, product transfer operations, and container handling.
Target Audience: HazMat Response Team members, firefighters, response contractors and individuals who respond to highway HazMat incidents.

This 24-hour specialist class is designed, in compliance with 29 CFR 1910.120(q)(6)(iv), for those response personnel (HazMat technician) who may be involved in emergency responses to, and mitigation efforts for, releases of, or the potential releases of hazardous materials in rail transportation that require a technical understanding of equipment mitigation techniques. This specialist program will include presentations on rail tank car types and shipping containers related to rail transportation, identification, design, construction, and operating features of tank cars, mitigation techniques, and product transfer operations.

This course is part of our Hazardous Materials Specialist series intended to address the specific chemical, physical, and physiological effects of exposure to petroleum products. First aid, sources and levels of exposure, audible and visual signals, air monitoring, levels of personal protective equipment, respiratory fit testing, contingency planning, and shipping requirements will be covered. Special emphasis will be on highway cargo tank response and recovery techniques.
Target Audience: Personnel who have this material present in their work environment, first responders, petroleum transporters, petroleum workers, and others that need a basic understanding of the material.

This specialist course is designed in compliance with 29 CFR 1910.120(q)(6)(iv) for those response personnel who may be involved in emergency response releases or the potential releases of hazardous materials in highway transportation that require an understanding of equipment and techniques. This specialist course is designed to assist the participant in developing hazardous materials contingency plans or revise and update existing contingency plans. This includes developing the hazards analysis, capability assessment, information management, the planning document, coordination with other organizations and agency plans, risk communication, legislation, and exercising as a plan-updating tool. Special emphasis will direct student to the “one plan” concept.
Target Audience: Local Emergency Planning Committees, State Agencies, Federal Agencies, Industrial Organizations, and others identified as needing the training.

This 24-hour specialist course will cover and exercise the requirements set forth in 29 CFR 1910.120(q)(6)(v), “…will assume control of the incident scene beyond the first responder awareness level…” NFPA 1521 “Standards on Fire Department Safety Officer”, NFPA 1561 “Incident Management System”, and NIIMS All Hazards ICS will be referenced.
Target Audience: Hazardous materials response personnel from industry, local, state, and federal government agencies should attend.

This 24-hour class is designed in compliance with 29 CFR 1910.120(q)(6)(iv) for those response personnel who may be involved in emergency response releases or the potential releases of hazardous materials in transportation that require an understanding of equipment and techniques. This program includes presentations on rail tank cars, highway cargo tanks, portable tanks, ISO tanks, and intermediate bulk containers used in transportation. Identification, design, construction & operating features, mitigation techniques, product transfer operations, and container handling will be covered.

This 16-hour class is targeted to hazardous materials responders, fire, emergency, and medical personnel who may respond to acts of terrorism. This is a National Fire Academy Course.

This 40-hour course is designed to meet the requirements of OSHA 29 CFR 1910.146 – Permit Required Confined Space Entry, NFPA 1670: Standard for Operations and Training for Technical Search and Rescue Incidents, NFPA 1006: Standard for Technical Rescuer Professional Qualifications. The course will consist of both classroom and hands-on sessions, reinforced through practical exercises. The course will be centered around personal safety, pre-incident planning, personnel protective equipment, air monitoring, communications systems, patient packaging and removal, anchorage points, safe work practices, and rescue access systems. Realistic hands-on scenarios allow the student to gain confidence in their abilities. The students will be evaluated based on both written test scores and practical skills.

This course will give students the skills and knowledge to perform rope rescue in a high angle environment. It meets the NFPA 1006 requirements for rope rescue technician without the use of high lines (high lines are covered in our advance rope rescue class). This course will include both classroom instructions as well as hands-on activities performing simulated rescues in wilderness and industrial environments. The course will focus on responder safety, patient care, and the safe operations of rescue systems. The class will utilize realistic, hands-on scenarios to test the student’s abilities to work within a rope rescue team. This course is 40 hours.

This 40-hour course will provide information and develop skills to prepare the student to deliver effective instruction to an adult audience. It includes the use of prepared lesson plans, adaptation of lesson plans, public speaking, organizing the learning environment, record keeping, and evaluation. Students will be evaluated on their presentations and class participation. This course meets the requirements of NFPA 1041 and one component of the requirements to become a State of Alaska Fire Service Instructor I. For more information about the requirements for Fire Service Instructor I please visit the Alaska Fire Council website. The course includes reading assignments and pre-work to be turned in at the beginning of the class. Textbooks, workbooks, and pre-work will be sent to registered students or can be picked up at the Lynden Training Center. Students are required to attend 100% of the course. Successful completion of the course is dependent upon active participation.

This 48-hour course provides information on how to design a course, determine course objectives, develop course outlines, and develop skills to write a lesson plan, select appropriate tests and supporting aids, and coordinate support for the class. It emphasizes an approach that is oriented toward performance-based local training. Students will be evaluated on the lesson plans they develop and class participation.
This is a blended online and classroom course. The course requires online course work and self-studying. A final project is required at the completion of this course for certification. Access to the online learning management system will be granted to registered students. Textbooks will be sent to registered students or can be picked up at the Lynden Training Center. Successful completion of the course is dependent upon online course work, in-class attendance, project completion, and active participation.
This course meets objectives of NFPA 1041, Fire Service Instructor Professional Qualifications Level II and meets one component of the requirements to become a State of Alaska Fire Service Instructor II.
Prerequisite: Applicants must be certified as a Fire Service Instructor 1.

Hazardous Materials Transportation
This basic class is designed to provide the employee with general awareness and familiarization of the basic transportation of hazardous materials requirements in 49 CFR 100-180. It will also enable the employee to recognize and identify hazardous materials consistent with the hazard communication standard. Target Audience: Individuals should attend this course if they have responsibilities for hazardous materials in transportation such as truck drivers, warehouseman, dock workers, operation, and emergency response personnel. These personnel may not require the advanced 24-hour class but do require training, testing and certification.

This 24-hour class instructs participants in the hazardous materials transportation regulations and how they apply. This includes information on hazardous materials, substances and waste in transportation. Specifically, we will discuss the identification, classification, packaging, labeling, marking, shipping papers, emergency response information, placarding, and transportation requirements. Target Audience: Individuals involved in the transportation of hazardous materials, transportation management, dispatching, training, safety, and/or emergency response.

This is an 8-hour advanced class designed for those students with a working knowledge (practical experience) of 49 CFR 100-180. This class focuses on the regulatory updates and the effects they have on shippers and carriers. This class meets recurring training requirements under 49 CFR Part 172 Subpart H 172.700. Target Audience: Individuals should attend if they meet the definition of HazMat Employees in Transportation and must be certified on a triennial recurring basis.

This 24-hour class is designed to satisfy the minimum regulatory requirement of both ICAO and IATA hazardous materials requirements and standards for air shipments. This class will focus on “how to use” the ICAO Technical Instructions, with comparison to the IATA Standards, the relationship of ICAO and IATA to 49 CFR Parts 100-180. Students should have an in-depth knowledge of 49 CFR, Parts 100- 180 to attend. Target Audience: Air shippers, carriers, regulatory personnel, and military services.

This is an 8-hour advanced class designed for those students with a working knowledge (practical experience) of ICAO/IATA. This class focuses on the regulatory updates and the effects they have on shippers and carriers. This class meets recurring training requirements under 49 CFR Part 172 Subpart H 172.700. Target Audience: This course is designed for those persons who have a good working knowledge of ICAO/IATA.

This 24-hour class is directed toward the shipping and transport of hazardous waste in accordance with 49 CFR and 40 CFR. The class includes preparation of the hazardous waste manifest, packaging, marking, labeling, and placarding. Target Audience: Generators, carriers, regulatory personnel, and military services.

This workshop is designed for motor carriers who must comply with the Federal Motor Carriers Safety Regulations, 49 CFR Parts 350-399. Students will receive a complete review, interpretations, and how to comply with the regulations. Students will receive instructions on how to prepare for and undergo an audit from U.S.DOT. Checklist will be provided. Target Audience: Individuals should take this course if they have responsibilities in transportation of hazardous materials for regulatory compliance, transportation management, dispatching, training, or safety.

Hazardous Waste Operations
This 24-hour course is designed to meet the specific requirements of 29 CFR 1910.120(e)(3)(ii). Participants will be shown safe work practice and how to protect themselves from workplace safety and health hazards at designated hazardous waste sites. Class topics include hazard recognition and evaluation, chemical and physical hazards, toxicology PPE, air monitoring, medical monitoring, and decontamination. This course does not satisfy the 1-day On-the-Job-Training requirements you need to satisfy for the federal and state hazardous waste operations regulations; this is your employer’s responsibility.
Target Audience: This class is for all those personnel who occasionally perform tasks on a hazardous waste site.

Training is designed to meet the requirements of 29 CFR 1910.120(e)(4) as it applies to supervisors in charge of occasional and general waste site workers at any hazardous waste site. This 8-hour supervisor training is in addition to the 40-hour Hazardous Waste Operations (General Site Worker) course. It will familiarize supervisors with federal and state hazardous waste site management requirements. Emphasis is placed on presentation and implementation of the employer’s safety and health program. Includes hazard monitoring, PPE programs, record keeping, and documentation on all site operations. Presentation includes lectures, videos, and hands-on projects.
Target Audience: Anyone in charge of personnel at a hazardous waste site, such as contractors, consultants, well drillers, and regulatory agencies.

This class is designed to satisfy 29 CFR 1910.120(e)(8) requiring yearly refresher training for hazardous waste occasional and general site workers, and their management and supervisors. This training requirement is necessary to maintain certification. Topics include review of federal and state regulations, hazards, engineering controls, medical surveillance, and regulatory updates.
Target Audience: All personnel required to take hazardous waste operations training under 29 CFR 1910.120(e)(1-4) needs to take annual refresher training to stay current with federal and state regulations.

Safety
This 4-hour class is designed for those performing confined space entry, supervisors, or those serving as an attendant during permit-required confined space entry. The course meets the minimum training requirements of 29 CFR 1910.146 Confined Space Regulation for entrants and attendants. We cover confined space recognition, hazard recognition and detection, permit requirements, isolation procedures, non-entry rescue procedures, personal protective equipment, and emergency evacuation of confined spaces.
Target Audience: This workshop is designed to meet the needs of those involved in operations within confined spaces.

Confined Space Attendant and Fire Watch are critical life safety positions that are mandated by OSHA regulations for specific types of work. These positions are a critical part of the safe execution of work, functioning as the eyes and ears of a project. Individuals in these positions watch out for their team members, take the initial steps in evacuating personnel from an unsafe situation, notify emergency services, and initiate non-entry rescue and incipient level firefighting. The confined space portion of the training will cover the following components (meets 1910.146/1926.1209):
- Confined space recognition
- Hazard recognition and detection
- Confined space permit requirements
- Energy isolation procedures
- Non-entry rescue procedures
- Personal Protective Equipment (PPE)
- Emergency evacuation of confined spaces
The Fire Watch portion of the training will prepare employees to identify the different classes of fires and to know what to do in case of a fire. This class includes hands-on use of an extinguisher in fighting a small fire. The course covers the following components (meets 1910.157):

This 16-hour Confined Space Rescue class is designed for employees that would be expected to perform confined space rescue. The course meets the minimum training requirements of 29 CFR 1910.146. We cover confined space recognition, hazard recognition and detection, permit requirements, isolation procedures, non-entry rescue procedures, personal protective equipment, and emergency evacuation of confined spaces.
Target Audience: This workshop is designed to meet the needs of those involved in operations within confined spaces.

This 8-hour course is designed to prepare students with an overview of OSHA regulations required in the workplace. Course materials will cover prevention of accidents that may expose employees to serious hazards such as fire, explosion, or spills. Training includes principles of safety, PSM, PPE, respiratory protection, hearing conservation, decontamination, medical surveillance, hazard communications, hydrogen sulfide, benzene in fuels, heat and cold stress, bloodborne pathogens, lock out – tag out, welding, hot work, permit-required confined spaces, fall protection, fire prevention, electrical safety, grounding and bonding, excavation, and trenching.

This 4-hour course meets OSHA 29 CFR 1910.23, 1910.27 (d) (5), 1910.66, 1910.146 requirements for general industry and 1926.43 L, 1926.500, 1926.1053 for the construction industry. It is designed to teach employees hazard assessment, hazard evaluation, control measures, and proper equipment selection and inspection. We cover all applicable federal regulations as they pertain to fall protection.

This 4-hour class provides instruction on the safe and efficient operation of flexible path material handling equipment. Objectives include: basic understanding of the current regulations that govern lift truck operations, lift truck components, safe operation of a lift truck, pre-shift inspection form, and fuel types. A written test is administered in the classroom and a driver performance test will be performed at your facility with your equipment.

This 8-hour course is designed to teach adults basic first aid, and focuses on victim assessment, shock, bleeding, wounds, and other basic injuries. We discuss the Good Samaritan Law, Standards of Care, and the Right to Refuse Care.
This course is also designed to teach employees basic CPR when confronted by no heartbeat. We also teach abdominal thrusts for obstructed airways, such as choking on food. We discuss the Good Samaritan Law, Standards of Care and Right to Refuse Care. The class focuses on victim assessment, basic life support, and shock. Approximately 500,000 people die from heart attacks, a percentage could be saved with CPR.
Target Audience: OSHA recommends, foreman, supervisors, and step-ups who are available to render basic life support.

This comprehensive 16-hour course focuses on wilderness environments and meets the needs of everyone with outdoor interests, from easy day trips to challenging and technical activities. The course will introduce the student to caring for people who become ill or injured in remote locations using proven techniques in the classroom and practiced in field exercises.

This 40-hour course teaches the basics of emergency medical care. ETT’s provide basic life support such as patient assessment, splinting, hemorrhage control, oxygen therapy, suction, CPR, and use of automated external defibrillators (AEDs). At the ETT level you will be taught how to recognize and treat symptoms of heart attacks, stroke, poison, overdose, hypothermia, and cold-related injuries as well as treatments for burns and a variety of other medical conditions.

This intense 80-hour course is designed to provide a higher level of medical training to outdoor enthusiasts, wilderness professionals, and people who may find themselves in a situation where medical care is not available. This course gives students the ability to make critical decisions when medical care is delayed and to provide emergency care for life-threatening injuries and illnesses. You’ll gain practical knowledge for providing care for non-life threatening situations when evacuation is impractical or not required. The WFR course offers many hands-on opportunities along with classroom instruction. Student should be prepared to be outdoors regardless of weather conditions. This course includes adult CPR certificates and meets the requirements for State of Alaska Continuing Medical Education. Certification is good for 2 years.

The WFR / WEMT refresher is required to maintain certification as a WFR / WEMT. The WFR / WEMT refresher is a 16- to 24-hour course that provides the wilderness medical professional with medical updates and changes in medical protocol or best practices. The refresher builds on the WFR / WEMT class by expanding information and providing alternate methods of treatment. Students shall receive a new 2-year certification card in WFR or WEMT. Student should be prepared to be outdoors regardless of weather conditions.

This 16-hour course is needed every 2 years to maintain certification as an ETT in Alaska. We will revisit skills, go over changes to the ETT scope of practice, and provide a refresh on basic medical information. The ETT refresher is designed to be mostly hands-on with skills refreshed using a scenario-based method. CPR for the professional will be provided during the class.

This 10-hour course has been designed for the Alaska fuel and chemical driver. It covers the driver’s responsibilities and initial actions after an accident has occurred. This course covers the following topics:
